COVID-19: Government orders 21 days lockdown in India

The Ministry of Home Affairs, Government of India vide an order dated 24th March 2020 orders complete lockdown in whole India for 21 days starting from 25th March 2020 till 14th April 2020. In this connection, Government issued guidelines on the measures to be taken for containment of COVID-19 epidemic in the country. The guidelines include-

  1. All Central and State Government offices to be closed except defence, central armed forces, treasury, public utility, disaster management, power generation, post office, electricity, water, sanitation etc.
  2. All public and private Hospitals and related medical establishments and their manufacturing units, chemist, medical equipment shop, laboratory, clinics, nursing homes, ambulances will continue to remain functional.
  3. Commercial and private establishments shall be closed down, except-

Shops dealing with food, groceries, fruit, vegetable, dairy, meat and fish, animal fodder.

Bank, insurance office, ATMs

Print and electronic media

Telecommunication, internet services, broadcasting and cable services.

IT and ITES for essential services shall continue its operation. Other IT and ITES to work from home.

Delivery of all essential goods including food, medicine medical equipment through e-commerce.

Petrol pump, LPG gas retail and storage.

Power generation, transmission and distribution unit.

Capital and debt market service notified by SEBI.

Cold-Storage and warehousing service.

Private security service.

All Other establishments may work from home only.

3. Industrial establishments remain closed except-

Manufacturing units of essential goods.

Production unit that requires continuous process.All transport services (Rail, air, roadway) shall remain closed except transport of essential goods and emergency.

Hospitality service shall remain closed except -hotel, homestay, lodge and motels accommodating tourist and person stranded due to lockdown; and establishments used quarantine facility.

 All educational, training, research, coaching institutions etc.shall remain closed.

All public places of public shall remain closed.

All social, political, cultural, educational, religious etc.gathering are banned.

In case of funeral, gathering of more than 20 persons are not permitted.

Persons who arrived India after 15-02-2020 shall remain under institutional quarantine.

 Any person violating these guidelines shall face legal proceeding under Disaster Management Act 2005 and Indian Penal Code.
