Clarification regarding Stipend to be paid to NTC apprentices

The Skill Development and Industrial Training Department Haryana through a Notification dated 26th November 2019 issues clarification regarding rate of stipend to be paid to National Trade Certificate (NTC) holders under apprenticeship training. The Ministry of Skill Development and Entrepreneurship on 25th September 2019 has published the Apprenticeship (Amendment) Rules, 2019 to increase skilled manpower in the country, and raise monetary compensation of apprentices. In this connection, the Ministry of Skill Development and Entrepreneurship has issued a clarification, dated 15th November 2019, on the rate of stipend to be paid to National Trade Certificate (NTC) holders under apprenticeship training as follows:

  1. For any trade curricula under the apprenticeship training prescribing the entry qualification as National/State certificate holder (NTC/STC), minimum rate of stipend is fixed at-
  2. Rs. 7000 during 1st year of training.
  3. Rs. 7700 during 2nd year of training
  4. Rs. 8050 during 3rd year of training
  5. In case, the course duration of 15 months, where basic training is for 3 months and on the job training (OJT) is for the remaining 12 months, apprentices are required to be paid 50% of the base stipend i.e. Rs 3500 during the 3 months period of basic training and Rs. 7000 during the remaining 12 months of OJT.
  1. For any trade curricula under the Apprenticeship training prescribing the entry qualification as NTC and also includes exemption year of 1 year for the apprentices training, the apprentice has to be paid Rs. 7700 in the second year of apprenticeship training and Rs. 8050 during the third year.
  2. For any trade curricula under the Apprenticeship training prescribing the entry qualification as NTC and also includes exemption of 2 years for the apprentices training, the apprentice has to be paid Rs. 8050 during the third year of apprenticeship training.

Taking into consideration this above-mentioned Rules, the Skill Development and Industrial Training Department Haryana has made further changes for apprenticeship training and held that –

  1. For any trade curricula under the apprenticeship training prescribing the entry qualification as 2-year ITI (NCVT and SCVT) apprentice, the minimum rate of stipend is fixed at Rs. 7000+15%; that means minimum stipend of Rs.8050 during 1st year of training.
  2. ITI passed apprentices will get 10% to 15% revise stipend only if they are eligible to get rebate as per Rule 3(1) of Apprenticeship Rules 1992. ITI pass-outs get rebate in the period of apprenticeship training. (For example, the duration of training of apprentices in Fitter trade is 3 years, but ITI pass-outs in Fitter trade will undergo apprenticeship training for only 1 year. If he is not eligible to rebate, then his minimum stipend shall be Rs. 7000 during 1st year of training.
